Inclusive Development for PVTGs Discussed at Second PVTG PRAGATI SERIES

The Society for Empowerment organized the second edition of the “PVTG PRAGATI SERIES – From Policy to Possibility” on 22nd June 2025 to deliberate on inclusive and participatory approaches for the holistic development of Particularly Vulnerable Tribal Groups (PVTGs).

The session was inaugurated by renowned educationist Prof. Dr. Kavita Sharma and chaired by Dr. Rupendra Kavi, Deputy Director, Tribal Department, Government of Chhattisgarh. Key speakers included Dr. Ram Ghulam Razdan, Pro Vice-Chancellor, Malwanchal University, and Prof. S. Narayan, a leading tribal policy expert.The dialogue underscored the importance of culturally rooted and administratively practical strategies to uplift PVTG communities.
Discussions emphasized development planning based on geographic and cultural clusters, protection against economic exploitation, legal support for displaced families, tribal literacy, skill development, participatory governance, sustainable use of forest resources, and efficient fund utilization.Notable initiatives under the PM-JANMAN framework were highlighted. In Chhattisgarh, over 32,000 PVTG families have benefited from the “Mor Awas Mor Adhikar” housing scheme. Habitat rights have been granted under the Forest Rights Act to Kamar, Baiga, and Birhor communities, while mobile health services through the Mukhyamantri Haat Bazaar Clinic Yojana are improving health access in remote areas.Bihar has sanctioned pucca houses for 1,308 PVTG families across 10 districts, ensuring basic amenities and addressing multi-dimensional deprivation.Speakers raised key policy questions around aligning housing with tribal lifestyles, the impact of cultural norms on service access, using traditional knowledge for livelihoods, ecological safeguards, and improving access to financial services.The Society for Empowerment reaffirmed its commitment to bridging policy with ground realities through the PVTG PRAGATI SERIES. It announced plans for a third edition, focusing on “Youth, Women, and Livelihoods in Tribal India,” to amplify marginalized voices and encourage participatory innovation.
